Recommended for publication in Philosophical Transactions, but it would not loose any value with certain omissions being made. The vector diagrams should be reproduced. There is a good deal of matter introduced into the paper which is not essential. The relationship between the different ways in which sunspot activity might be measured is no doubt important, but it cannot be treated satisfactorily if account is only taken of a single sunspot cycle. Details various sections which he recommends omitting with explanation as to why.
