The paper should not be published in Philosophical Transactions in its present form. Suggests the following modifications: the theorem of Horn on page five should be clearly stated to introduce the author's theorem; he sees no indication of the proof of theorem II on page eight, nor is it easy to see what the theorem is; the examples on pages nine to 18 can be printed in small print but it should be made clearer that they are examples of theorem II; pages 17 and 18 seem suspended in mid-air. The paper should be re-written with a view to it being made more intelligible, and re-submitted to the referees. The problem considered is of interest and importance but it is not easy to tell without reconstructing the steps for oneself, how far the author has solved it.
