Baker states Mr Webb has added the links which were missing, though still perhaps with too much brevity. Baker thinks he is now justified in recommending that the paper be accepted for publication. Baker does not distinguish between Transactions and the new Proceedings, but as he has experience of Transactions and has as yet had no means of judging Proceedings, he recommends publication in the former.

Hobson also agrees that the paper should be published in Philosophical Transactions.
