The referee has 'great difficulty' in deciding to recommended for publication or not. He believes the results of the experiment to be correct. The paper could be published in any mathematical journal, yet doesn't appear to be the 'type devised by the R[oyal] S[ociety] for the Proceedings'. One of the co-authors is a Fellow of the Royal Society, so is entitled to have his publication printed in Proceedings. The other author is not a Fellow and without the co-author the paper appears weaker. The author should withdraw the paper and publish it elsewhere.
