Is unsure whether to recommend for publication. The author appears to have full mastery of the subject and the results are interesting. He doesn't think the author has made 'judicious extract from his work' for the paper. The paper is hard to follow and heading and introductory paragraphs should be added. Accepting the paper is a 'matter of editorial policy'. It records good work, but in an inconvenient form. All his work should be put together so that the full data is available without the reader having to cross-reference it. If the author could extend the paper, it would be suitable for Philosophical Transactions.
