Recommended for publication in the 'Philosophical Transactions of the Royal Society'. The author seems vary familiar with all the recent work on the subject, but 'the paper is of a somewhat ponderous type'. As it is a reworking of well established ideas, it might be more suited to the Transactions than the Proceedings, as 'it will be a paper rather for a few to study in detail than for many to glance at'.
