The paper should not be published at present, as it is possible magnetic mines may be laid in South African waters. 'My feeling is therefore that we should play for safety and I expect nobody but the enemy is likely to be inconvenienced seriously by delay in publication'. Although the Navy has not been consulted, they would likely take the attidude that publication should be suppressed for the suration of the war.
