Recommended for publication in Proceedings. There are some individual Americans who are interested in the work and in Europe there are half a dozen chemists who will want to see the tables. Omitting the tables would be a 'mutilation', though lack of paper may require this. The Americans could be supplied with typed copes, but only if the Society is under compulsion. Believes 'peace will come again some day and men will turn to the Proceedings for comfort and inspiration'. The paper is an important contribution to a difficult subject that should be published.
