He has had long correspondence with the author and Max Born about the paper. He is convinced that the whole idea is 'wrong', although Born believes it to be correct and important. The paper should be sent to another referee. He will have no objection to publication in view of Born's strong recommendation. He has 'totally failed to understand the author's argument'.
