Encloses letter and paper. Is expecting sailing orders soon, so asks to be excused from communicating the paper, which he has not studied carefully. Asks that the paper be considered for the Proceedings, but if the referee's report is unfavourable, that it be sent to the Editors of the Philosophical Magazine, as if from the correspondent. 'I think it very important that we should give what encouragement we can to these Indian scientists, and Sen, who trained I think under Professor Jeffery [George Barker Jeffery], has sent in some good papers in the past'.
