Melville apologises for holding up the Grimley's paper. Remarks he is not qualified to criticise the mathematical detail in the paper, but notes the ideas put forward by Grimley are worth publication 'in the form which they are set down', and has a few remarks in the report form [RR/75/217]. Melville acknowledges a paper such as this can cause controversy but notes this should not 'prejudice publication of the paper' as noted in his report.
