DescriptionReturning Swinton's papers with thanks, advising that someone else should communicate the paper as he does not agree with some parts of it, and others are not new. After consulting his colleagues he has reached the conclusion that an Officer of the Society 'incurs more responsibility for a paper than an ordinary member in communicating papers, and should never do so except in the case of a paper of such exceptional merit and importance that it might retard the progress of science were he to decline.'
