Description | Regrets that he cannot be at the Observation Committee as has to go to Birmingham for a funeral. Writes out the cause for the investigation of the upper air by balloons and kites in Britain and India, and asks Larmor to bring it before the Committee if he has the chance. Argues it is 'the most flourishing and most vigorous line of investigation', suggests the opimal places to conduct such investigations, and discusses international work going on. |
