' The following Report was resolved on;

Your Committee having examined the several Gas Establishments enumerated in the Letter of the Secretary of State for the home department and having heard the Evidence of Sir William Congreve upon the subject referred to them, are of Opinion that they are not in a State to admit of the Superintendence of the Secretary of State being entirely withdrawn, because though in general there is a perfect Ventilation of their Workshops there are instances in which the Ventilation of the atmosphere is not sufficient, that some Gas Holders are imperfect in construciton; that there is often an improper management in respect to the main pipes laid down in the Street, and that the use of proper safety Lamps is not as much attended to as it ought to be, and that though there is a great improbability of any extensive or serious accident, yet that there is a necessity for the improvement of some of these works, and a propriety of occasional superintendence of all of them. '
