Distinguished for (1) a series of profound, original and stimulating works on the history and development of morphological theory ('Form and Function' 1916), biological method ('The Study of Living Things', 1924), the problems of development and heredity ('The Interpretation of Development and Heredity', 1930) and animal behaviour ('The Behaviour of Animals', 1934, and 'The Study of Behaviour', Presidential Address, Section D, British Association, 1934; (2) a number of papers on various aspects of marine biology, animal behaviour and systematics, among which several opened up new fields of work; (3) his re-organization of English fishery research in 1921 and his conduct of it since that date. The value of Dr Russell's work on the over-fishing problem is generally recognised and has contributed to important practical developments, notable the acceptance, by the International Council for the Expeloration of the Sea, of the principle of mesh regulation (1931), and its embodiment iin an International Convention signed by ten European nations in 1937.
