DescriptionInforms that the New Act was published in the newspapers the day after it was passed, stating he read it very carefully and opines that the position of the people on his lists requires reaffirmation by authority to prevent any misunderstanding. States he heard a rumour that there is much need of junior engineer officers in the navy who had had a good training in workshops and colleges, informing that all of his advanced people for previous years have gone to the trenches and that the proper place for many of them would be the Royal Engineers of the Fleet.
