DescriptionHe does not intend to push his own views in the face of Huggins's appeal. He will therefore refrain from asking Council for direction in the Secretaries' work. Carrying out every business detail through the Assistant Secretary will cause delay, he believes, and will prevent progressive improvement, unless at the Assistant Secretary's initiative. Larmor will be as useful as he can be under the restriction of not interfering with the administration - it is better to let petty matters drop..
