Describes the content as 'little more than a detailed description'. Explains it is best suited to an entomological journal, but is unconvinced the paper would be accepted by the Entomological Society of London. Acknowledges that the other referees [Harry Eltringham and Augustus Daniel Imms] have reviewed the paper more positively, but restates the argument that it is not of the required quality.
