DescriptionThe Treasury has received Markham's letter from 26 June, proposing to transfer control of the 'Morning' to the Admiralty only 'until the completion of the service'. The ship must be formally tranferred to the Admiralty 'absolutely and at once'. If this condition is not accepted, the Goverment's offer to fund the relief expedition will be withdrawn 'and the responsibility rests once more with the Societies alone'.
