Matters discussed:
1. Reason for Special Meeting
The Chairman explained the reason for the Special Meeting and introduced the memorandum (previously circulated). He emphasized that the proposal was to lower the base-line of Congress REgistration numbers to a level of certainty, recalculating the budget using these figures, and make reductions in Working Groups budgets to conform. The action proposed did nto preculde a rolling programme taking account of later changes.
