Matters discussed;
1. Proposal by Sir Charles Morris - discussion on original letter sent by Sir Charles Morris on 13 October 1963 to the President, including definition of the phrase 'scientists of distinction' and the unwilllingness of members to have the Society becoming committed to the scheme if it was likely to fail. Fellows therefore to be consulted privaely to gauge the possible response.

2. Research facililties - schem should make adequate provision for research equipment and facilities, and that funds for purchasing reserch equipment should be made available to recipients of the Special Awards befre they left the United Kingdom.

3. Other appointments to universities in developing contries - committe aware there is a real need for persons in other categories on the staff of these universities, mentioning particularly a) persons of good all-round ability for periods exceeding 2 yeaers, and b) persons of distinction for shor tperiods of perhaps 2-3 months, or shorter visits at regular intervals. These needs to be borne in mind in relation to further possible develoipment of these Special Commonwealth Awards.

4. Recommendation to Council - Resolved ' that it be a recommendation to Council - that the invitation to participate be accepted provided that, before Council becomes committed, a) the likely response to the scheme among scientists of distinction is ascertained (by means of a confidential letter to all Fellows) and judged satisfactory and b) confirmation has been obtained that adequate provision for research facilities will be made in good time for each person concerned.
