DescriptionCorresponence on this topic developed from Simon's lecture 'Waste, the threat to our natural resources', which was delivered as the 34th Earl Grey Memorial lecture, University of Newcastle, 1954, and continued through his radio braodcast in January 1956, 'The Soviet Bid for Technological Leadership'.

Simon was concerned both about the total numbers of UK scientists and technologists and about the insufficient attention that was being given to higher technological education. With Lord Cherwell, Simon was in favour of establishing an Institute of Technology, in line with the USA. The file also contains correspondence with Clifford Heathcote-Smith, The Migration Council, on the idea of creating a Commonwealth University of Technology and with others on the notion of a dedicated 'Ministry of Science'.
