I attach a copy of your note relating to the election of Foreign Members. You will see that I have made one alteration. The limitation to 50 dates from 1823, but it was not then Statute 18.
In order to avoid confusion therefore I thought it best to eliminate any reference to Statute 18 at this point in your memorandum. I hope you approve.
