Relates to the various negotiations and changes to the Directions regarding wintering in the ice and whether the expedition commander, Robert Falcon Scott, retained overall control of the scientific work above Professor John Walter Gregory, the scientific director. Outlines the timeline of events and negotiations between the Royal Society and the Royal Geographical Society, which led to Gregory's resignation. The memorandum outlines the reasons for the compromises and decisions made over the Instructions, and concludes that Gregory's loss was 'most regrettable'. Two identical copies are present.
