DescriptionReminds Kempe that they met on 16 February to go over the memo for the RS President and Officials, which Kempe took away with him. Markham never heard any more about it, and now intends to write to Sir William Huggins. Encloses a draft letter for Kempe's comments. His main points are that the expedition commander must be free to carry out exploration during both navigable seasons, and must be free to decide if wintering is necessary. Believes that landing a party is a mistake, and cannot be done early in the season. Blames the landing party plan on the 'ignorance of Antarctic navigation on the part of Dr [John] Gregory and his friends'. Also states that the most interesting results of the expedition will be lost if wintering is prohibited. Markham intends to write a separate letter to Huggins on the risks entailed by a landing party.
