DescriptionLord Kelvin has too much work in hand to referee O. [Osborne] Reynolds' paper. Having read the abstract, Kelvin does not think he could recommend it for publication in the Transactions. The paper had better go to K [Karl] Pearson and to J.J. [Joseph John] Thomson and it should be approached in the usual way by the Assistant Secretary.
