DescriptionHe asks Larmor if something should not be done to reduce waste of public money, citing examples such as uniforms and regimental badges, but also instruments used in warships. An officer showed him a badge which cost five shillings, worth sixpence. Sir Howard Grubb has told him that a submarine periscope costs £800. Joly thinks that while everyone is doing what they can to help the country, others are taking advantage for personal benefit.
