| Description | He returns [Joseph] Larmor's letter to Turner. Perry thinks if curious 'that he should have been so long an M. of P. [Member of Parliament] & yet remain ignorant of the barbarism of the Govt. official'. Ten teays ago Perry went to see the Postmaster General about cheaper postal rates for scientific papers, but it was useless. The English are 'stupid, prejudiced, obstinate. And what is the use of kicking ourselves...we are made that way...'
