DescriptionFoster explains that under the direction of the Royal Society and the Royal Astronomical Society, expeditions will be sent to Yezo in Japan and Vadso in Norway to observe the total solar eclipse on 8-9 August 1896. The President and Council of the Royal Society believe they have reason to hope of assistance from the Lords of the Admiralty in these expeditions by means of one of their vessels.

Further, he points out that it is necessary to obtain leave of the respective powers for the observers, their assistants, and some crew, to land at the sites and erect temporary buildings - largely canvas structures - and it would be advantageous if the valuable equipment could be allowed to enter the two countries free from the usual Custom duties. Foster is directed to express the hope that the British Government will take steps to secure these privileges. It would also be of help if they could ascertain whether the local authorities might render assistance in ensuring that the expeditions are free to undertake their work without hindrances and possibly with direct help.
