Description | Rayleigh reports that Pavy's letter of 23 December 1895 was brought before the Council of the Royal Society, and as a consequence he has permission to give an explanation of his letter of 2 August 1893.
The letter had no special authority from the Council or Committee of Papers, but neither did it claim any. The intention was to meet Pavy's apparent wish for speedy publication of the more important parts of his work, which was met by the publication of his abstract prior to a decision about the complete paper. He therefore misunderstood when he says that the paper "was dealt with...by the Officers of the Society in place of the course provided for by the Statutes"; and, in fact, the referees were appointed by the Committee and the decision about the reports was taken by the Committee. |
