Description | Rayleigh reports that Horsley's letter regarding Dr Mellin's[?] paper was read out at the last meeting of the Committee of Papers, and Rayleigh was instructed to reply that the decision taken was upon the confidential referees reports in the usual way. As a consequence, it is contrary to normal practice to enter into discussions regarding the reasons which influenced their decision. |
