| Description | Rix explains that his suggested omission of 'if called upon to do so' was not to save the office from extra work, but to ensure that the grantees are not relieved of a responsibility that should remain with them. Rix explains that it is not always clear when research is finished, and so it should be the duty of the grantee to return any unexpected balance without being asked to do so.
Rix states that it is ultimately a matter for the officers to decide, and he would not have raised the question were it not for the practical difficulties entailed in establishing whether a final report is due, meaning whether or not the research is finished. |
