DescriptionFoster explains that Mr Robert C L Perkins is due to travel to the Sandwich Islands, via San Francisco, under the instructions of a Committee appointed by the Royal Society for investigating the zoology of those islands, with the expenses coming from the Government Grant administered by the Society.

The Committee have heard that Perkins will be charged duty on his 'scientific outfit', apparatus and instruments when he arrives in the United States, despite not intending to use the items there, but simply to transport them on to his final destination. As such a payment would so significantly affect the funds available for the investigation, Foster asks if he might give instructions that Perkins' effects be transmitted free of duty, with an assurance from Perkins that no use would be made of them in the United States. Such an agreement would give valuable assistance to his scientific work.

Perkins date of departure from England is intended to be the 29 January, or the 10 February. Foster would be happy to supply any further information requested.
