Not recommended for publication in Philosophical Transactions. The paper is full of matter which is hypothetical and speculative. Bose attempts to elaborate a theory put forward by Dr Lodge in 'The Work of Hertz'. Thinks the subject matter cannot properly be dealt with except in the combined labours of a competent physiologist and physicist. He is not competent to deal with the physiological matter of the paper, which forms its greater part, and thinks it ought best be submitted to a physiologist. It should be suggested that the paper be compressed considerably with a view of possible publication in the Proceedings.
