Although the instrument described is very interesting it does not satisfy the conditions given in section 42 of the Standing Orders. Has made this recommendation with some diffidence as he thinks the author considers the paper as especially of interest to engineers, and on this point Watson feels unsuited to offer an opinion. The points of novelty are ones which the author has already described in the papers quoted. The character of the paper is like that of a thesis and he thinks it could be very materially shortened, in particular in sections four and six.
