Thinks that, although it will not meet with everyone's approval, it should obtain a greater share. Says that ARPA [Advanced Research Projects Agency] would like to cease funding the Arecibo [Ionospheric Observatory] by giving it to one of the 'military establishments'. Therefore, the NSF [National Science Foundation], which is short of money, will not have to fund it and 'everybody will be happy'. |
