DescriptionIs enclosing a traffic summons. He is not aware that in parking areas there is any rule as to which side of the car should be to the curb. The place in question is a deadend road, and cars are frequently parked either way along it. There obviously is no traffic problem whichever way the cars are parked, and he therefore does not understand the purpose of this summons.
