Description 'The Senate appears to consider that the shuttle proposal is viable only if linked to a space station program. If this is not so and the shuttle can be presented as an economically advantageous system for launching unmanned spacecraft at a rate which is estimated to be a realistic requirement, then it would seem to me very important and urgent to explain this clearly.
The cancellation of Apollo missions appears to have contributed very markedly to the doubt that we should now commence another manned program when we cannot even fly out an existing useful program. '
