DescriptionThanks the Royal Society for their letter, and agrees to the importance of the International Committee that the British Government should cooperate in experiments in the upper air by means of balloons and kites. Informs the Royal Society of the International Kite Competition, held in England, for the highest kite flight, and of balloon developments. Seeks a scientist skilled with meteorological instruments to make observations at different altitudes. Offers to cooperate with the Royal Society, and carry out a series of scientific balloon ascents. Because of limited funds, suggests some sort of scheme for utilising volunteers from learned societies.
