Date19 September 1918
DescriptionMarked 'Confidential'.

Asks the Chairman to lay the following memorandum [CD/70/3] before the Chemical Warfare Committee. Discusses a report made in the United States describing a new organisation of the Chemical Warfare Services there. Attaches some extracts from that report. Notes the American system for ensuring an adequate supply of chemists. Thinks that the development of Chemical Research and Industry will form an important part of world industries after the war. Thinks that in Britain the supply of chemists available has always been short of requirements. Thinks that their supply of chemists is generally inadequate for the war. Urges that they do something about this, and create a scheme similar to the American one.
