DescriptionEnclosing Darwin's memorandum on the trigonometric survey. He has talked it over with Darwin, and has some doubts on the advisability of sending Close and Hills' estimate to the Treasury. In the draft of a letter he has included the financial element of Darwin's memo, for which Council should take direct responsibility, if it is sent on. If Officers come to a view on Thursday, it might be put in type for Council on 15 February, for a decision.
