Some progress has been made in investigating the disease and in restricting it. He notes the arrangement of an International Conference by the Foreign Office and a second event, at which the opposition of French and Italian representatives made it impossible to reach a general agreement on the matter of an International Bureau. He hopes the Treasury would support the plan. |
