' Resolved;
1. Mr Galloway, Mr Wrottesley and Mr Whewell be added to the Committee: and these gentlemen in consequence attended. Mr Monk Mason was also invited
2. It is expedient that certain observations and experiments should be made, in the higher regions of the atmosphere by means of an ascent in a balloon.
3. The following objects be recommended to the attention of the gentleman who will undertake to ascend; ...the pressure, temperature, humidity, and electrical states of the air: the magnetic forces, the velocity and force of sound, the radiation of heat, and the intensity of light.
4. For the ascension of the above purposes, several instruments will be requisite, and that it be recommended to the Council to supply them.
5. It is desirable that during the ascent simultaneous observations of a similar kind be made on the earth, Mr Monk Mason, Captain Ross, Mr Wrottesley and Mr Wheatstone append their services in the proposed ascent
6. Mr Mason stated that the expence of filling the balloon sufficiently for the ascent, with carbonated hydrogen gas would be about £30. That this expence of filling it to the same extent with hydrogen gas would be about £100. That the additional expences, if the ascent take place on the day proposed will be about £20: and that he does not consider that the Council will be liable for any damage which the balloon may sustain during the expedition. '
