3. Le Conseil designe le secretaire executif parmi les personnalities dont la candidature est presentee par les Etats membres.
Le Conseil designe, dans les memes conditions, les membres des groupes techniques de travail.
Les autres membres du personnel administratif sont nommes par le secretaire executif apres approbration du Consel. '
