10. Antarctic Treaty
It was reported that the Antarctic Treaty was signed in Washington on 1 December 1959. The problem now arises as to the manner in which the political organization concerned with the Treaty would be able to obtain advice on scientific matters. Whilst SCAR was an obvious organization which could be consulted it was agreed that nothing should be done which would affect the strictly non-governmental status of SCAR or lead to it becoming an instrument in the implementation of policy. It was agreed that SCAR should only tender advice on matters of its own choice, and that such advice should be regarded as coming from a group of consultants which in no way committed the bodies they represent.

It was agreed to hold the next meeting at 10.45 am on 12 October 1960, should the reports of SCAR meeting be available.

Summary of recommendations to Council

Minute 3(l) : Sir Miles clifford, Sir Vivian Fuchs, Mr A H Sheffield, Dr M Holdgate, The Director of Overseas Surveys or his representative, Mr H H Lamb and Dr A F Moore be appointed advisers to the U.K. delegate, Dr G de Q Robin to the Fourth meeting of the ICSU Special Committee on Antarctic Research (SCAR) Cabridge, 28 August - 3 September 1960, and that grants of up to £25 in addition to the sum of £400 already granted to meet the general expenses of the meeting, be made to those persons not normally resident in Cambridge.

Minute 4 : The SCAR subscription for 1960 of five hundred dollars should now be paid. '
