1. Minutes of previous meeting of 27 January 1944 confirmed
2. The Chairman reported he had invited Colonel H J Holman to attend meetings and act as Technical Secretary.
3. Consideration given to an analysis of the replies to the questionnaire sent out to heads of departments. Resolved;
3.1 That all students obtaining an honours degree in chemistry, and being suitably recommended by heads of departments, shall possess the right to proceed to research.
3.2 That the value of research studentships be at the minimum rate of £220 plus fees a year from all sources for a student not residing at home, the tenure for such studentships being normally for three years.
3.3 That the fees and maintenance payable to research students be made from a block grant made direct to heads of departments by some central body.
3.4 That the block grant referred to in 3.3 above be allocated by the scientific departments controlled by the Lord President of the Council or by some other central body which may in future be established to deal with research.
3.5 That provision be made for the payment of senior research grants of the value of £400 (minimum) to £600 (maximum) a year and tenable at institutions at home or abroad.
3.6 That the grants referred to in 3.5 above be made on application to a central body either by the research worker himself supported by satisfactory external evidence, or on his behalf by a senior teacher in a university.
3.7 That applications for grants for the purchase of apparatus etc to the value of £250 and upwards be made to H M Treasury through the Royal Society.
3.8 That there should be more flexibility in the machinery governing the award of research studentships and also for the making of grants for expensive equipment.
