The Minutes of the last council were Read

General Nicholson took Oath, as Member of the Council.

Mr Williams came to inform the Council that Mr Thomas the late Clerk being ready to discharge the Ballance of Accompt with the Society, had commissioned him to deliver in the State thereof.
The Article of the Same being read, there appeared to be a charge upon himself of £226..8..4 ½.
And in discharge, two Articles one of £1..2..0 for transcribing Minutes, another of £41..12..6 for taking dues from June 7th 1722 to April 11th 1723. To which was added a third Article Blank left to the Consideration of the Council to be as a recompence for his Time and trouble Spent in making a double Catalogue of the Books in the Library.
The Accompt being Examined by the Treasurer and found to be rightly Stated It was Resolved,
Than an Allowance of £53..3..10 ½ be made to Mr Thomas for his trouble in making the two Catalogues, etc
Ordered That the Treasurer do give Mr Thomas Credit for the Sum of £96..8..4 ½ in full for Salary and other Allowances.

The President represented the Cases of Several Members, who upon the Accompt of their Services to the Society, or upon other considerations ; deserved a remission of their Arrears or payments.
Which Cases being considered, it was Ordered
That the Reverend Mr Hales be excused for the payment of his Arrears due to the present Time in consideration of his past Services.
Ordered That Dr Blair be excused for the payment of his Arrears for the Time past ; upon the Same consideration.

Ordered that it be a Standing Order to remit all Payments of Admission Money, Contributions, Arrears etc to Every Person of a Foreign Nation, who now is a Member, or Shall hereafter be Elected a Member of this Society in pursuance of Which order it is Ordered
That a remission of the Said Payments be made to

The following Draughts of three New Statutes were offered to the consideration of the Council
I Every Person to be Elected Fellow of the Society Shall first at a Meeting of the Society be propounded as a Candidate to be approved by the Council, and shall be recommended by three members one of which at least Shall be a member of the Council, and one of them Shall at the Same Time mention and Specify the qualifications of the Said Candidate. And afterwards Such Person Shall at another meeting of the Society (whereat there Shall be a competent Number for making Elections) be refered back from the Council if approved. And Shall then be propounded and put to the Vote for Election, Saving and Excepting that it Shall be free for everyone of his Majesties Subjects who is a Peer or the Son of a Peer of Great Britain or Ireland and for every one of his Majesties Privy Council of either of the Said kingdoms to be propounded by any Single Person and to be put to the Vote for Election on the Same Day, there being present a competent Number for making Elections.
II Every Person who is a Foreigner and every one of his Majesties Subjects whose habitation or usual place of residence is at more than forty Miles distance from London Shall be deemed as a Fellow of the Society immediately after he Shall be Elected and shall be registered in the Journal Book of the Society as Such. Provided always that no Such Person Shall have liberty to Vote at any Election or meeting of the Society before he Shall be qualified pursuant to the Statutes. And if he Shall neglect so to qualify himself the first time he comes to London when he may be present at a meeting of the Society and can be admitted his Election Shall be declared Void and his Name Shall be cancelled in the Registry.
III No Person Shall be proposed Elected of Admitted Fellow of the Society upon St Andrews Day or the Day of the Anniversary meeting for Electing the Council and Officers.
The Said Draughts being read were Severally put to the Question for a Second reading and Passt them. Contradicente
