Commencing with a list of Council members present: Reverend James Booth; Samuel Hunter Christie; Warren De La Rue; Captain Robert Fitzroy; Thomas Graham; William Robert Grove; Joseph Dalton Hooker; Thomas Henry Huxley; Henry Bence Jones; George Newport; Reverend Baden Powell; William Sharpey; Admiral William Henry Smyth; George Gabriel Stokes; William Tite; Charles Wheatstone; the Vice-President and Treasurer, Colonel Edward Sabine, in the chair.

Among matters discussed or noted: minutes of the last meeting were read and confirmed. New Members of Council made and subscribed to the Declaration, in lieu of the oath. Appointment of Vice-Presidents. Reappointment of the Library Committee, with terms of reference, membership and budget. List of bills for payment, for coals and lithography. Letter from M. Dove, in thanks for the award of the Copley Medal. Letter from James Yates, Lauderdale House, Highgate, 17 January 1854, to Charles Richard Weld, full text entered into the minutes: requesting to see the standards of length and weight now with the Society; resolved that Mr. Yates to be informed that the standards were only deposited with the Royal Society, not prepared by Council, but that he is at liberty to view them with due notice. Letter from Charles Graves, Royal Irish Aacdemy, 19 Dawson Street, Dublin, 21 December 1853, to Charles Richard Weld, full text entered into the minutes: forwarding a copy of Mr. Allman's account of Professor MacCullagh's lectures on attractions, with the report of a special committee appointed to verify a statement within it; the lectures were attended by Matthew Collins, who appears to have communicated them under his own name to the Royal Society. Resolved that the documents should be communicated to the referee of Mr. Collins's paper. Letter from Dr. Rigby, announcing the intention of the Senckenberg Society of Natural History at Frankfurt to celebrate the 50th anniversary of Professor Tiedemann's doctorate. Letters from Captain Veitch and Sir Edwin Pearson on forfeiture of copies of the Philosophical Transactions, copies to be supplied to both. Letter from Arthur H. Hassell, Bennett Street, St. James's Street, 26 November 1853, to Council of the Royal Society, full text entered into the minutes: requesting permission to copy extracts from his paper on the presence of indigo in human urine, granted. Letter from C.W. Younghusband, Woolwich, 25 January 1854, to Edward Sabine, full text entered into the minutes: he has placed in the hands of Charles Richard Weld a list of Council Minutes he wishes to access in order to complete a collection of documents relating to magnetical observatories, the request granted.
