Commencing with a list of Council members present: Neil Arnott; Rear-Admiral Frederick William Beechey; Thomas Bell; Sir Benjamin Collins Brodie; Charles Darwin; James Paget; Colonel Edward Sabine; William Sharpey; Rear-Admiral William Henry Smyth; George Gabriel Stokes; William Tite; Charles Wheatstone; the President, John Wrottesley, 2nd Baron Wrottesley, in the chair.

Among matters discussed or noted: minutes of the last meeting were read and confirmed. In reference to the Earl of Rosse's memorandum, Mr. Tite deemed it inadvisable to proceed with his motion, in view of difficulties in interfereing with the Royal Society's Charter. Mr. Tite reported on his communications with Mr. Few on the Society's estate at Acton and sales for railway purposes: he judged that a special committee should be set up to examine the matter, since the land was becoming more valuable, and was scattered, but might be drawn together under the powers of the Inclosure Commissioners; a committee was appointed. Letter from C.E. Trevelyan, Treasury Chambers, 2 November 1855, to John Wrottesley, 2nd Baron Wrottesley, President of the Royal Society, full text entered into the minutes: in response to Wrottesley's letter, the Treasury will place £1,000 at the disposal of the Royal Society this year, and that a vote will be included in next year's miscellaneous estimates submitted to Parliament for £1,000, which will be repeated annually. List of President, Officers and Members of Council to be recommended to the Royal Society for service in the ensuing year. Adjudication of Royal Society Medals: Leon Foucault to be awarded the Copley Medal for researches in experimental physics; Mr. Darwin wished to amend the terms of his proposal of Mr. Westwood as a candidate for a Royal Medal, whichwas agreed to; a Royal Medal awarded to John Russell Hind, for the discovery of ten planetoids; and a Royal Medal to John Obadiah Westwood for his various monographs and papers on entomology. Letter from E.B. Beaumont regretting that he had omitted to pay his annual subscription and had been declared a defaulter, requesting to be readmitted as a Fellow of the Royal Society. List of salaries to be paid to Officers and Staff of the Royal Society. List of bills for payment, for various services, and for books.
