Commencing with a list of Council members present: Neil Arnott; Rear-Admiral Frederick William Beechey; Sir Benjamin Collins Brodie; William Benjamin Carpenter; Arthur Cayley; Charles Darwin; Sir Philip de Malpas Grey Egerton; William Fairbairn; John Miers; William Allen Miller; William Hallowes Miller; Colonel Edward Sabine; William Sharpey; Rear-Admiral William Henry Smyth; John Stenhouse; George Gabriel Stokes; the Reverend Robert Walker; the President, John Wrottesley, 2nd Baron Wrottesley, in the chair.

Among matters discussed or noted: minutes of the last meeting were read and confirmed. Sir Philip Egerton and the Reverend Robert Walker made and subscribed to the Declaration in lieu of the Oath as new Members of Council. Dr. Sharpey stated that the referee for Mr. Baxter had now recovered the papers, which had been deposited in the archives and this had been communicated to Baxter. Reappointment of the Government Grant Committee, with a list of members. Letter from Robert Mallet requesting a grant to be applied to experiments on wrought iron employed in large pieces of ordnance being produced at Liverpool: Council considered the matter to be of great importance, but thought that an application for funds should be made to the Government; Mallet should secure specimens of the iron required for the experiments now, however, since the opportunity had arisen. £25 from the Donation Fund to be granted to William Crookes for procuring apparatus and materials for enlarging photographs of the Moon. £15 from the Donation Fund to be granted to James Salter in aid of researches on the development of teeth. Sir Philip Egerton applied for arrears of the Philosophical Transactions for five years, granted. Mr. Weld laid before Council a list of books borrowed from the Library and not returned: he was directed to write to request the immediate return of books from each of the Fellows.
